An accused murder, Julio Guerrero, is back on the streets today after Dallas Judge Chika Anyiam lowered his bond from $2,000,000 to $500,000.

The bond amount meant a $50,000 fee could be paid for him to be released. His lawyer, Tom Cox, who owns a bail bond company made payment on the bail himself. Cox has also contributed $5000 to the reelection of Chika Anyiam causing one local court watcher to ask about ex parte conversations.

The move by Judge Chika Anyiam angered both the victim’s family and the Dallas Police Association. Anyiam is the Dallas Democrats nominee for Dallas Criminal Court 7 after their March primary.

Guerrero has a long history of violence and is considered a repeat offender.

Guerrero had been arrested in June 2021 for murdering Francisco Villanueva for “bumping” into him at a nightclub per Dallas Police.

Three days after the nightclub murder he shot a three year old in the head during a road rage incident.

The Kimball basketball team’s Athletic Director and head coach had prior knowledge of previous issues with the player who brought a firearm on the school trip to San Antonio last week.

Two sources on school staff and two unrelated parents told Other Side Dallas that the school and staff were aware of the issues and that weapons on campus are a regular occurrence that gets ignored by senior administration and Dallas ISD Police.

Despite multiple issues with academics and attitude, the team kept the player on the team due to athletic ability and kept issues quiet in pursuit of state accolades.

Dallas Schools have had multiple incidents and violations of Code of Conduct where the Dallas ISD did not follow their own policy on discipline. Recently an assault victim was made to stay in the same class as her assaulter who served no penalty at WT White.

One parent blames Trustee Maxie Johnson who has led efforts to eliminate discipline from the school system at large.

“They talk about a prison pipeline, but what about the pipeline to the hospital of assaults that don’t get attention,” one parent said.

The Kimball basketball squad was allowed to stay in San Antonio and continue to compete despite the arrest of one of their team mates and the injury to a student who trainer who required surgery.

The Texas Commission on Jail Standards says Dallas jails fail again after its mid February visit said the localjail “fails to comply with minimum standards.”

It is the second consecutive year under Sheriff Marian Brown’s management that the jail failed its annual inspection.

Under Brown’s leadership, Dallas jails fail again and again not only the inmates they are provided custody over, but also their own employees, including Damon Finney. There is also an open investigation into how $600,000 was stolen from inmate accounts.

Her management has also led to low morale among remaining deputy sheriffs who say the low staffing levels inhibit their ability to monitor inmates according to state standards.

The Findings Of Why Dallas Jails Fail Again

Here are some of the inspection’s findings:

  • Genetaror tests not being performed to ensure backup in case of disaster conditions.
  • Inmates using K2 – a synthetic marijuana – that created fumes throughout the area.
  • Inspectors found forty doors that were inoperable either due to inmate destruction or lack of maintenance.
  • Laundry staff not exchanging clothing and washable items.
  • Suicidal inmates “were being incorrectly documented.”

Sheriff Brown and her staff must develop remediation plans to return to compliance and provide them to the jail inspectors.

Marian Brown and Dallas County Sheriff’s Office refused request for comment.

The report creates another avenue for Lauren Davis in her November match up against Clay Jenkins and his mismanagement of Dallas County.

The current concern is a parent report that another staff member was assaulted on campus by a student and is allowed to stay on campus.

There are reports this same student then commited a student on student attack, but is being allowed to not only stay on campus in violation of the Dallas Schools’ Code of Coduct, but is being kept in the same classroom as the student victimized.

We know of previous situations where Wing not only poorly communicated with staff and families, but also would not respond to parent complaints and outright ignored them. There are at least four complaints making their way through the Dallas ISD complaint process without resolution all dealing with Ms. Wing and her time at Dealey Montessori.

Wing was criticized by parents for her failures in handling Lauren Davis’ attacks on Dealey Montessori at the start of the school year and again in December when Dallas Police Department actively worked to protect white “no mask” protestors over the safety of children at the school.

Wing was transferred to WT White in which many called a promotion despite widespread complaints from parents about her failures in communicating and responding to a situation she helped escalate.

Dallas Police have not responded to our inquiry about how the Public Integrity Unit came to the decision not to charge Cox given the graphic video evidence of him kicking a defenseless man on the ground multiple times before punching him.

Dallas residents were rightfully concerned by Dallas weather conditions Wednesday afternoon with ice pending, but Dallas City Attorney Chris Caso chose Wednesday afternoon for its Dallas data loss media drop saying Erin Nealy Cox’s report was submitted and going to members of City Council.

In the terse press release, Dallas officials said Erin Nealy Cox of the law firm Kirkland & Ellis delivered to the City Attorney’s Office the firm’s report on the March 2021 data loss incident involving Dallas Police Department (DPD) data.

The firm’s report, findings, and recommendations were made available to the City Council in a closed session during today’s council meeting.

Erin Nealy Cox took over an independent investigation into the city IT losses which deleted millions of police files used in criminal prosecutions.

Nealy Cox is the former US Attorney for the Northern District of Texas and was recommended by Dallas officials hoping to find answers to the data loss jeopardizing upwards of 17,000 criminal cases.

Neither Cox, nor Kirkland&Ellis, nor the City of Dallas have responded to questions about the investigation, but there are at least two allegations we have learned about involving a coverup of federal housing dollars in South Dallas and past and present members of City Council.

The report next goes to the Ad Hoc Committee on General Investigating and Ethics on Tuesday, March 1. The report will be made public this week in advance of the committee meeting. That committee is led by Cara Mendelsohn, District 12.

Local police are investigating the Irving 19 year old teen shooting at a stoplight on Thursday morning near Macarthur Boulevard.

Irving police say the victim’s car was in the center lane while the suspect vehicle was next to it in the left lane.

Reports indicate the front passenger inside leaned his arm out of the window and shot the victim several times.

Police believe the suspects were in a 2018 Toyota Corolla, slate metallic color, with tinted windows. No license plate information is available.

The Dallas Police First Amendment policy appears to be make it up as you go.

On Wednesday, local newshound Avi Adelman posted he got a tip about a shooting in East Dallas and went to the scene.

As noted in his Facebook post, an officer stopped him – a freelance member of the local media community from approaching – despite other civilians being in the immediate area.

Dallas Area Rapid Transit arrested Adelman several years ago for photographing an incident in the public eye which cost taxpayers a six figure settlement due to that officer’s aggressiveness.

Public Information Officers for Dallas Police initially stated they “will work on it” when asked why officers had responded as they did. In a follow up, another PIO provided a copy of the Department General Order, but also would not answer what training failures existed on the issue of First Amendment civil rights.

Dallas Police Academy has a history of problems including Lieutenant Brian William Deininger, an officer assigned to teach Field Sobriety training, but who was found unresponsive in his car slurring his words when police and EMS showed up in Irving, Texas.

The Dallas Police force appears to be shizophrenic on the issue of civil rights protections.

In summer 2020, officers actively assaulted civilian protestors and bystanders during the George Floyd protests locally. More recently, they have allowed far right, white protestors to disrupt the school day at Dallas ISD’s Dealey Montessori campus.

Additionally, the Dallas Police Department is not responding to public information requests blaming COVID19 – another transparency issue in a department with increasing problems relating to the public they “serve” while also hiding crime data from citizens, crime watch groups, and journalists.
