College enrollment worse than expected by Dallas Independent School District officials surprised by declining numbers.

Dallas ISD reports it is 2.4 percentage points behind its target of 59% for college enrollment for 2022. This includes associate degree programs.

The administration anticipates an increase in four-year enrollment for 2023 due to their investment in dual credit programs.

The Board of Trustees monitored Goal Progress Measure 5.5. This is a College & Career Readiness indicator that focuses on college enrollment and associate degree attainment.

The district reported that they are off track. The percent of college enrollment, including Associate degrees, was 56.6%, falling short of the target by 2.4 percentage points. Note this means the Board believes more than two of every five students will not go onto college after they matriculate from Dallas ISD.

Dallas ISD notes this is based on 2022 data. The administration is anticipating an increase in four-year enrollments due to their investment in Dual Credit programs.

Why This Matters

College enrollment and the attainment of associate degrees serve as indicators of success for the State Accountability System.

Progress in these areas not only enhances overall success metrics but also creates an opportunity to access outcome-based funding from the state.

Dallas ISD numbers fluctate, but the problems are the same – Dallas ISD does not educate students. They fail tests again and again.

    Garland pillmill doctors convicted by a jury after an eight day trial which showed they illegally prescribed powerful opioids.

    A jury convicted Leovares A. Mendez, a 58-year-old doctor on all counts. Mendez co-owned and operated Cumbre Medical Center, LLC in Garland.

    The US Attorney for the Northern District of Texas Leigha Simonton charged Dr. Mendez for multiple crimes. The charges Mendez received conviction for include one count of conspiracy to distribute a controlled substance and six counts of unlawful distribution of a controlled substance.

    Codefendant Cesar Pena-Rodriguez, 56, entered a guilty plea on January 17, 2024. This was five days before trial would begin.

    According to evidence presented at trial, both physicians issued numerous prescriptions without a legitimate medical purpose. They did so outside the usual course of professional medical practice.

    The defendants repeatedly issued prescriptions for controlled substances. Those medications include hydrocodone, alprazolam, and tramadol.

    The prescribed these medications to undercover agents posing as patients in exchange for cash payments.

    The defendants sold medically unjustified prescriptions to undercover agents in 24 undercover visits. 

    At trial, evidence showed Dr. Mendez issued prescriptions despite performing only minimal or perfunctory medical evaluations during short visits. Some of these visits only lasted one minute.

    Video and audio recordings of the visits made by the undercover officers. these recordings show a pattern of officers requesting the medications by name with no complaint of pain. 

    On multiple occasions, Dr. Mendez coached undercover officers as to what to say if ever contacted by law enforcement regarding illegal prescriptions.

    Dr. Mendez now faces up to 140 years in federal prison – twenty years per count.

    Mendez will receive his sentence at an unannounced later date.

    Pena-Rodriguez pleaded to one count of conspiracy to distribute a controlled substance. Dr. Pena-Rodriguez will receive his sentence on April 22, 2024.

    Hinojosa said, “Elizabeth Ginsberg is an outstanding advocate for public education in Texas.”

    He continued, “She understands that the way forward is to continue enhancing our public school system.”

    He finished saying “I look forward to her measured, rational and solution-oriented leadership on this issue in Austin. She will be a terrific state representative.”

    Voter registration ends today for voters wanting to participate in the March 5, 2024 primary for both Democrat and Republican Parties.

    Voters must have their voter forms turned in today to Dallas County Elections.

    American Airlines pilots were distracted by paperwork when they became disoriented and created a runway incursion. The incursion happened as a Delta flight was about to take off for the Dominican Republic.

      • Develop training programs for teachers to ensure a smooth transition.
    • Phase 2 – Pilot Programs (Next Academic Year 2024-2025 and 2025-2026, if needed):
      • Implement pilot programs in select grades or subjects to test the effectiveness of the standards-basedreport card.
      • Gather feedback from teachers, students, and parents involved in the pilot programs.
      • Identify and address any challenges or adjustments needed based on the pilot outcomes.
      • We believe this phased approach will enable us to proactively address any challenges and refine the standards-based report card model to best serve our students and community. 
    • Phase 3 – Refinement and Full Implementation (Following Academic Year 2025-2026 or 2026-2027):
      • Refine the standards-based report card model based on insights gained from the pilot programs.
      • Provide additional training and support for educators to enhance their understanding and implementationof the new system.
      • Gradually roll out the standards-based report card across all grades and subjects.

    Dallas ISD has stopped measuring reading ability despite this being a key indicator of student success. Some believe this relates to their known problem in this area.

    Stolen Plane Leads To Pilot Death

    A stolen plane leads to pilot death by what investigators believe was a suicide by Logan Timothy James of North Carolina.

    The pilot is dead after a plane was stolen in Addison and crashed along the Texas-Oklahoma border.

    A single-engine Cessna 1725 was taken from the ATP Flight School at Addison Airport.

    Air Traffic Control radio transmissions indicate the pilot says he was changing his flight plan.

    Initially he was doing touch and go landing practice, but he altered plans and left towards the east.

    The Texas Department of Public Safety identified the pilot Thursday as Logan Timothy James of Stokesdale, North Carolina. He was 23 at the time and was the only person on board at the time of the crash.

    One course indicates James may have left a suicide note at an apartment here in Dallas. This has not been confirmed.
